CONTRACT MANAGEMENT TEAMS IN THE STARTING BLOCKS

Taking care of people with disabilities and reduced mobility (PRM) and para athletes during the Paris 2024 Olympics was the theme of the seminar organised by the Paris 2024 Olympic and Paralympic Games Project Division. At the end of September, exchanges took place with the teams responsible for monitoring the security, reception and PRM service contracts at Paris-Orly and Paris-Charles de Gaulle airports. It was an opportunity to discuss the responsibilities of the service providers and Groupe ADP's operational and functional teams, the interactions between all stakeholders involved in the PRM service chain, the material and human resources made available by the service providers during the summer of 2024, etc. Numerous exchanges took place during the seminar, including on sensitive operational issues such as the management of prostheses at screening checkpoints, the impact of the prioritisation of Paralympic delegations on our organisation, and coordination regarding the allocation of flights. “Our PRM roadmap, coupled with the action plans of our security service providers, is a necessary and essential transition in the run-up to the Games”, emphasised Angélique Rossetti, Head of Safety and Security Contracts at Paris-Orly.

The Paris-Charles de Gaulle apron safety promotion committee meeting took place at the end of September in the presence of the airport community. “With the resumption of post-Covid traffic at Paris-Charles de Gaulle, to the tune of 1,300 movements a day, the implications of co-activity are significant on the aprons”, explains Yann Duval, Safety Manager. “This is a key area of concern for the safety of our operations and our teams.” On the agenda for this meeting were recent developments and new regulatory requirements, airside safety with identified risks and technological and material innovations with a positive impact on aeronautical safety (FOD* radar, artificial intelligence at the aircraft stand using the guidance systems, on-board touch-screen tablets, etc.). The problem of the inappropriate airside storage of equipment, which regularly causes congestion at the aircraft parking stands, was also addressed.

* FOD stands for Foreign Object Debris: object or debris found in the operational environment of an aircraft and which constitutes a risk of material or physical damage.

The electrification of the car rental companies' reserve parking areas at Paris-Orly has just been completed. This project, which is aligned with the French mobility orientation law (LOM), requires rental companies to make their vehicle fleets more environmentally friendly, by around 10% from 2022, rising to 50% by 2030. It is being coordinated by the Technical Process and Baggage Division (ORYE) as delegated project owner, the Engineering & Capital Projects Division and the Parking and Mobility Unit of the Customer Division. “To meet these progressive needs, we had to install a high-voltage transformer station on each of the airport's five rental plots, to supply the electric vehicle charging stations” , explains Yves Reubrecht, Head of Operational Robustness at ORYE.

Zagreb's Franjo Tuđman International Airport is introducing an A-CDM (Airport Collaborative Decision Making) system. The agreement was signed by representatives of all the partners involved: Zagreb International Airport, the national airline Croatia Airlines, Havas Ground Handling (a subsidiary of TAV Airports) and Croatian Air Traffic Control. This partnership will help to collectively optimise the use of available airport resources and ensure the better planning of operations between the various players. “The signing of this agreement positions Zagreb Airport alongside other airports around the world already using this global concept. The A-CDM system will directly contribute to improving the airport's operational efficiency and protecting the environment, one of our company's main priorities”, explains Nicolas Duthilleul, Executive Director and Member of the Management Board of Zagreb International Airport.

WORLD AIR TRANSPORT STILL CLOSE TO PRE-CRISIS LEVELS

Global airline activity reached 95.7% of 2019 levels in August. Domestic flights were once again the sector's main driver of growth, with business on these routes averaging 109.2% of the figure for the same period prior to the health crisis. International traffic, meanwhile, remained down at 88.5% compared with August 2019.

FUTURE CABIN BAGGAGE RULES

MEPs have voted in favour of harmonising rules regarding the size and weight of baggage accepted in the cabin and checked in by European airlines. They are also calling on the Commission to implement a ruling by the Court of Justice of the European Union that cabin baggage should not be subject to a surcharge. This resolution was adopted by a show of hands but will be non-binding.

AIR FRANCE-KLM SEEKS TO ACQUIRE A STAKE IN SAS

Air France-KLM has been selected as part of a consortium to acquire up to 19.9% of troubled Scandinavian airline SAS, representing an investment of USD 144.5 million. The Franco-Dutch group “is determined to play an active role in the consolidation of air transport in Europe.” If the deal goes ahead, Air France-KLM intends to establish commercial cooperation between its airlines and SAS, enabling it to boost its presence in the Scandinavian markets, where the SAS brand and its loyalty programme are well established.

STRUGGLING AIR MALTA TO BE REPLACED

Malta is to replace its ailing national airline, Air Malta, with a new state-owned carrier in 2024. Following the European Commission's refusal to grant aid to Air Malta, the Maltese government has decided to close the airline, which will operate its last flight on 30 March 2024. The new airline will retain Air Malta's fleet, but will cancel more than half of its routes. After three years of operation, the state will either have to find a strategic partner or partially privatise the airline.

NANTES AIRPORT: NEW CALL FOR TENDERS TO BE LAUNCHED AT THE END OF THE YEAR

After being cancelled by the State due to “insufficient competition”, the call for tenders for the redevelopment of Nantes Airport, decided following the abandonment of the Notre-Dame-des-Landes project in 2018, will be launched “by the end of the year”, announced the Minister Delegate for Transport, Clément Beaune. Discussions with Vinci, the current concessionaire and only candidate in the running, “did not result in a bid that would have been satisfactory in terms of meeting all the financial and environmental criteria.” The project is expected to be delayed “by around two years”.
